According to the International Energy Agency (IEA), an intergovernmental organization founded during the oil crises of 1973-74 that acts as an energy policy advisor to 28 member countries (including the U.S.), global efforts in clean energy research is growing. As a result of "green" stimulus packages during the past two years, 2009 saw a significant increase in IEA member country expenditures on clean energy research and development. Annual IEA member country spending is about $23 billion; ($16 billion without stimulus spending). Much of this funding is focused on a range of low-carbon energy technologies (LCETs), including energy efficiency in buildings, industry and transport.
